Ian Cunningham, who recently left the Bears to become the Falcons' GM, believes Chicago should receive two third-round picks under the NFL's Rooney Rule. The rule typically provides compensation when minority executives advance to GM positions elsewhere.
However, the Bears are not expected to receive these picks because Falcons president of football operations Matt Ryan is considered the top football executive in Atlanta. Cunningham said at a Scouting Combine press conference that "I'm the General Manager. I was hired. I would think that they would get two third-round picks." Bears GM Ryan Poles called the situation "a little odd" and referred to the rule as "strange."
